Procedure for provision of public services with interagency cooperation in accordance with the Federal Law No. 210-FZ

Procedure for provision of public services with interagency cooperation in accordance with the Federal Law No. 210-FZ

According to the Federal Law of July 27, 2010 No. 210-FZ "On organization of provision of state and municipal services" (in edition of Federal Law of July 1, 2011 No. 169-FZ) dated October 1, 2011, authorities providing government services and authorities providing municipal services that may not require the applicant to provide documents and information that are in possession of authorities providing government services and authorities providing municipal services, other state authorities, local governments, organization in accordance with regulations of the Russian Federation, normative legal acts of the Russian Federation and municipal regulations.

Exchange of these documents will be provided through interagency cooperation.

However according to paragraph 2 of Part 1 of Article 7 of the Federal Law of July 27, 2010 No. 210-FZ certain groups of documents that the applicant shall provide when applying for public services. These documents shall include:

1) documents certifying identity of the citizen of the Russian Federation, including military personnel, as well as documents certifying identity of the foreign citizen, stateless person, including a residence and refugee certificate;

2) documents of military records;

3) certificates of state registration of acts of civil status;

4) documents certifying registration at place of residence or stay;

5) documents certifying granting to the person special rights to drive the respective type of vehicle;

6) documents certifying passing of state inspection (examination) of the respective type of vehicle;

7) documents for vehicle and its components, including registration documents;

8) documents about employment, length of employment and earnings of the citizen;

9) documents about relevant education and (or) professional qualifications, academic degrees and academic titles and documents associated with training issued by organizations engaged in educational activities;

10) information, conclusions and other documents issued by medical organizations performing medical activities and included to state, municipal or private health care system;

11) documents of Archive Fund of the Russian Federation and other archival documents in accordance with the law on archives in the Russian Federation sent for permanent storage to state and municipal archives;

12) decisions, verdicts, determinations and rulings of courts of general jurisdiction and arbitration courts;

13) constituent documents of a legal entity;

14) resolutions, conclusions and permits issued by guardianship authorities in accordance with legislation of the Russian Federation on guardianship and custody;

15) title documents for real estate objects, rights to which are not registered in the Unified State Register of Rights to Real Estate and Transactions with it;

16) documents issued by federal government agencies of medical and social assessment;

17) identification and documents certifying the right of citizens to receive social support;

18) documents on state and departmental awards, state awards and distinctions.

In relation to public services for medical and social assessment staff of agencies of medical and social assessment shall not be entitled to require citizens to provide the following documents:

- direction for medical and social expertise (or certificate of refusal in such direction) issued by the body carrying out pension security or authority providing social protection of population;

- Certificate about accident at production;

- Certificate about occupational disease;

- Sanitary and hygienic characteristics of working conditions of the employee;

- Conclusion of interagency advisory council on the presence (absence) of causal relationship of developed disease and disability with consequences of radiation exposure.

However, in accordance with provisions of the Federal Law of July 27, 2010 No. 210-FZ citizen when applying for public service shall be entitled, at its own initiative, to submit documents and information within the interdepartmental interaction.
