Historical information about change of name of FMBA of Russia, the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation (formerly the Third Main Directorate under the Ministry of Health of the USSR)

Third Main Directorate under the Ministry of Health of the USSR was established in 1947 by the decision of the Government of the USSR.

By the Resolution of the Government of the Russian Federation dated December 26, 1991 No. 76 "On the Main Department on Medical, Biological and Extreme Problems under the Ministry of Health of the RSFSR" the former Third Main Directorate under the Ministry of Health of the USSR was transferred to the Ministry of Health of the RSFSR and became known as the Main Department of Medical, Biological and Extreme Problems under the Ministry of Health of the RSFSR.

By the Decree of the President of the Russian Federation dated September 30, 1992 No. 1148 "On the structure of central bodies of the federal executive branch" Main Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation was reorganized into the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation.

By the Decree of the President of the Russian Federation dated January 10, 1994 No. 66 "On the structure of federal executive bodies" the Ministry of Health of the Russian Federation was transformed into the Ministry of Health and Medical Industry of the Russian Federation.

Federal Department on Medical, Biological and Extreme Problems became known as the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health and Medical Industry of the Russian Federation.

Resolution of Government of the Russian Federation dated April 20, 1995 No. 384 "Issues of the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health and Medical Industry of the Russian Federation" approved the Regulation of the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health and Medical Industry of the Russian Federation.

By the Decree of the President of the Russian Federation dated August 14, 1996 No. 1177 "On the structure of federal executive bodies" the Ministry of Health and Medical Industry of the Russian Federation was transformed into the Ministry of Health of the Russian Federation.

The Decree of the President of the Russian Federation from 20.08.97 No 899 "On the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation" and the Resolution of the Government of the Russian Federation dated 11.12.97 No. 1551 "Issues of the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation" stipulate that the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation is the legal successor of the transformed Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health and Medical Industry of the Russian Federation and the government agency under the Ministry of Health of the Russian Federation.

The resolution of the Government of the Russian Federation dated April 29, 2002 No. 284 "On approval of Resolution of the Ministry of Health of the Russian Federation" stipulates that the Federal Department on Medical, Biological and Extreme Problems under the Ministry of Health of the Russian Federation is the state body within its system.

By the Decree of the President of the Russian Federation dated October 11, 2004 No. 1304 "On the Federal Medical and Biological Agency" Federal Department "Medbioextrem" is abolished and on its basis the Federal Medical and Biological Agency is created.

The Ministry of Health and Social Development of the Russian Federation (Ministry of HSD of Russia) is a federal executive body responsible for public policy and legal regulation in the sphere of health, social development, labor and consumer protection, including organization of preventive medicine, including infectious diseases and AIDS, medical care and rehabilitation, pharmaceutical activities, quality, effectiveness and safety of medicines, sanitary and epidemiological welfare, living standards and income levels, population policy, provision of health-care to workers in individual industries with dangerous working conditions, medical and biological evaluation of exposure of particularly dangerous factors of physical and chemical nature on human body, spa industry, wages, pensions, including private pensions, social security, occupational safety and health, social partnership and labor relations, employment and unemployment, labor migration, alternative civil service, public civil service (except for issues of remuneration), social protection, including social protection of the family, women and children, as well as public services and state property management in the field of health and social development including provision of medical care (including high-tech, including transplantation of human organs and tissues), development and implementation of advanced medical technologies, new methods of diagnosis and organization of health care, provision of services in the spa industry, organization of forensic-medical and forensic psychiatric expert examinations, social services to people, provision of prosthetic and orthopedic care, rehabilitation of disabled persons, medical and social assessment, training, retraining and professional development of medical, pharmaceutical and sanitary workers, social development workers and spa industry workers, as well as certain categories of workers in the field of occupational safety and health.
